Economic Development 21-Point Business Plan for Progress
As a local recovery effort, the City of Santa Clarita’s has created a 21-Point Business Plan for Progress to boost the local economy and support local businesses. The comprehensive plan will enhance local
business partnerships, encourage quality job creation in the area, and develop marketing programs to encourage retail spending and attract external dollars to the community. Implementing these programs now, enables the City to meet today’s needs and position the City of Santa Clarita to succeed once the economy recovers.
This plan provides structures for strengthening partnerships between the City, Chamber of Commerce, College of the Canyons, Valley Industrial Association and other economic development-minded organizations and the success of this plan will be increased exponentially by these partnerships.For additional information regarding the 21-Point Business Plan for Progress, please contact the City’s Economic Development Division at (661) 255-4347.

1. Enterprise Zone Marketing
The Enterprise Zone is a state-initiated tax savings program designed to stimulate the economy and return valuable dollars to local Santa Clarita business. As of March 23, 2009, this program has generated a potential $14,689,000 in savings to local business. This campaign will include increased marketing and direct outreach to local businesses as a way to help thousands of companies understand the potential tax savings available just by doing
business in the City of Santa Clarita.
- Updated 4/28/2010 - The Enterprise Zone continues to be one of Santa Clarita’s most successful business retention and attraction tools. New marketing materials are being used to generate greater awareness about the program and encourage participation. The City has averaged more than 90 Enterprise Zone eligibility vouchers being issued per month to qualified employees from May 2009 through March 2010, representing more than a 330 percent increase in the average number of vouchers issued since the City began increased marketing of the program.

Updated 1/5/2010 - The Enterprise Zone continues to be one of Santa Clarita’s most successful business retention and attraction tools. To date, more than 150 businesses have taken advantage of the program, representing more than $41 million in potential tax savings to Santa Clarita businesses. Staff will debut new marketing materials in Spring 2010 to generate greater awareness about the program and encourage participation.
Updated 9/30/2009 - The Santa Clarita Enterprise Zone program had its best month yet to date with a record number of Enterprise Zone Hiring Tax Voucher Applications received. During the month of September, staff received more than 180 Voucher Applications. This is the highest number of voucher applications received in a single month to date.
Updated 9/22/2009 - The City Council approved a resolution authorizing City staff to submit an application to the California Department of Housing and Community Development to expand the boundaries of the Enterprise Zone. The proposed expansion will include the retail centers of Bridgeport Marketplace, Baywood at Bridgeport, and Granary Square. Staff is completing the application and will submit an application for the State's consideration.

2. Recycling Market Development Zones (RMDZ) Business Outreach
The City of Santa Clarita is one of 40 Recycling Market Development Zones (RMDZ) in California. The zones are designed to encourage the use of recycled materials in product manufacturing, while encouraging reduction of waste from manufacturing. Qualifying businesses are eligible for low interest loans, financial assistance referrals, and waste exchange.

- Updated 4/28/2010 - The City continued to promote the program with new marketing materials. Information about the program has been sent to more than 75 companies for review and follow up is ongoing, including targeted outreach to eligible businesses.

Updated 1/5/2010 - The City is creating increased awareness about this program through improved outreach and new marketing materials. At present, staff is working with two businesses interested in participating in the loan portion of the RMDZ program. One company, Valencia Molds, relocated from the Antelope Valley specifically to take advantage of this program. Both companies are working to expand their business model within the City with the loan funding.

Updated 9/1/2009 - City staff has been working with Valencia Mold to secure an RMDZ loan in the amount of $300,000. Valencia Mold creates custom plastic injection, blow molds, and die cast molds using recycled plastic material. They have been in business since 2002 in the City of Palmdale, but recently decided to relocate to the City of Santa Clarita to take advantage of the City's RMDZ designation and the overall low cost of doing business in the City. Valencia Mold has been notified by the California Integrated Waste Management Board that their pre-application was approved and they are eligible to submit a full application. City staff continues to work with Valencia Mold to expeditiously submit the full application and receive their RMDZ funds.

3. Think Santa Clarita Valley Program
This program is designed to promote “Thinking Santa Clarita Valley First” to both consumer and Business2Business audiences, encouraging people to Think Santa Clarita when shopping, soliciting services, hiring employees, etc. This campaign will be marketed to BOTH the local Santa Clarita community, as well as the greater Los Angeles area as a way to attract external dollars to the area and encourage business relocation. The greater Los Angeles outreach will promote Santa Clarita as THE place to shop, locate a business and live. This campaign is being created in partnership with many organizations including the County of Los Angeles, Chamber of Commerce, Valley Industrial Association, College of the Canyons, The Signal, KHTS and others.

Updated 4/28/2010 - The regional business attraction campaign continues to create a buzz in the Los Angeles region as a result of advertisements at Burbank Airport, through monthly advertisements in business publications like the San Fernando Valley Business Journal and Site Selection magazine, online at ThinkSantaClarita.com web page, and via commuter buses wrapped with the Think Santa Clarita message. The City is preparing phase two of the campaign, launching in late Spring/early Summer 2010.

Updated 12/31/2009 - The regional campaign has successfully created a buzz in the Los Angeles region as a result of advertisements at Burbank Airport, the launch of ThinkSantaClarita.com web page, on-air commercials on CBS radio’s KNX 1070 and KFWB 980 in fall 2009, and commuter buses wrapped with the Think Santa Clarita message. The January 2010 issue of the Santa Clarita Valley Business Journal debuted on December 31, 2009 and included a four-page wrap highlighting the benefits of doing business in Santa Clarita. This promotional piece will be mailed to targeted businesses in the Los Angeles region in January as part of the City’s attraction efforts.

Updated 8/28/2009 - The regional Think Santa Clarita campaign has been kicked off with three large posters at the Burbank Airport. Two posters are inside the terminal and one is on the outside. The posters bear the slogan "Santa Clarita, a First Class Business Destination" in addition to the call to action "Think Santa Clarita". These posters will be on display for one year. Additionally, collateral print advertisement has been placed in the San Fernando Valley Business Journal.

4. Film Incentive Program
This program will incentivize increased film production in Santa Clarita by subsidizing permit fees for productions based in Santa Clarita, while exploring opportunities to reduce costs of safety personnel, including fire and sheriff. The program will also explore rebating half of the TOT generated from film-related hotel stays (or 5%). These benefits would be available to productions based in Santa Clarita, creating a demand for additional stages and support businesses, while also increasing local jobs for industry workers and sales tax generation.
Further, this program will capitalize on the momentum the City has created in increasing film activity, and is ideally timed with the State’s new tax incentive, designed to attract increased feature and television production. The City of Santa Clarita is already the lowest film permit fee in the entertainment industry’s “30-Mile Zone,” and competitive pricing will remain a key attraction tool for non-local productions seeking affordable location filming sites in the Los Angeles area.

- Updated 4/28/10 - The following shows recently received reimbursement of film permit expenses as part of the Film Incentive Program: CBS’s “CSI: Crime Scene Investigation” and “NCIS,” FX’s “Justified,” Fox’s “Sons of Tucson,” HBO’s “Big Love,” and the feature films “Faster” starring Dwayne “The Rock” Johnson, “Dirty Girl” starring Milla Jovovich, and “Bad Teacher” starring Justin Timberlake and Cameron Diaz. In total the City of Santa Clarita has subsidized nearly $50,000 in permit fees for locally based productions and those filming regularly on location in the Santa Clarita Valley. Also of note, 20 percent of productions that qualified for the State of California’s film incentive have filmed on location in Santa Clarita.

Updated 1/5/10 - The Film Incentive Program was featured in Daily Variety, The Hollywood Reporter, the Los Angeles Times, Daily News, and The Signal and reaffirmed Santa Clarita’s position as one of Los Angeles County’s most film-friendly communities. Santa Clarita is home to six network television shows, including the number one rated drama “NCIS,” which participated in this program and was able to realize a savings of nearly $20,000. The City anticipates at least three additional shows participating in this program (paperwork is being processed) and is working with the other three shows to encourage participation.
Updated 12/14/09 - CBS's "NCIS" has completed the application process and has been pre-approved to receive subsidization of permit fees. The show is in its seventh season and has been based in the City of Santa Clarita since its inception.
Updated 8/10/2009 - Two more productions have been approved to receive subsidization of film permit fees, Discovery Channel's "Doing Da Vinci" and Elevator Girl, an independent feature which is one of the first 25 productions to qualify for California's production incentives.
Monster Mutt, an independent feature, wrapped filming and received a full refund of their paid permit fees.
Monster Mutt filmed entirely on location in the SCV at several homes and businesses, 29.5% of the cast and crew were SCV residents, and they leased office space in the City to house their production office.
Updated 7/1/2009 - Two productions have completed the application process and have been pre-approved to receive subsidization of film permit fees.
Monster Mutt, an independent feature which begins filming in July, and ABC Family's "Make It or Break It" which is currently filming and based at Santa Clarita Studios.

5. SBDC Program for Business
Explore using $100,000 of the $300,000 CDBG stimulus monies to provide micro grants or loans to small business that do not qualify for traditional SBA financing but are in need of funds and present minimal risk. Grants/loans would be contingent upon several factors including the successful completion of SBDC services.

Updated 4/28/2010 - Twenty (20) $5,000 grants for qualifying small businesses in the Newhall Redevelopment Area were awarded by City Council at the January 12, 2010 Council Meeting. The successful applicants are moving forward with the business development projects outlined in their approved grant applications.

Updated 1/5/2010 - In fall staff conducted several workshops, walked the Newhall Redevelopment Area, and facilitated several mailings detailing the availability of twenty (20) $5,000 grants for qualifying business in the Newhall Redevelopment Area. The City worked in cooperation with COC’s Small Business Development Center, and received 27 applications for funding. The evaluation team is currently reviewing grant applications and anticipates bringing recommendations to City Council in early 2010.
Update 1/13/2010 - The City of Santa Clarita City Council approved 20 grants for small businesses in the Newhall Redevelopment Area at the Tuesday, January 12, 2010 City Council meeting. Each grant includes $5,000 to be used towards qualifying projects detailed in the grant application.
Updated 6/11/2009 - On Tuesday, June 9, 2009 the City of Santa Clarita City Council approved action to submit applications for federal grant monies upwards of $300,00 for Community Development Block funding, which includes funding for business management and sustainability efforts via the Small Business Development Center.

7. Development Process
Streamline the development process by implementing the 15-item plan recommended by the Development Process Advisory Committee made up of business, development, and community leaders.
This plan includes implementing technology solutions to accept plans and permits electronically, streamlining permit processes, and formalizing a free one-stop review for projects. This provides for greater efficiency and cost savings for developers and truly makes Santa Clarita a more business-friendly City.
Creation of the City’s Development One-Stop on the first floor of City Hall to provide business and residents with a central place to obtain development permits without having to talk to several different staff members on different floors, thereby offering a streamlined, convenient approach to permitting in line with the City’s service excellence philosophy.

- Updated 4/28/2010 - This program has been successful in retaining and attracting three businesses including, Advanced Bionics, Ronan Engineering, and ADI (Aerospace Dynamics International), representing nearly 650 jobs. These businesses have been able to take advantage of the cost-savings in permit/entitlement fees due to the fact that they are bringing high quality jobs to the City.

Encourage event sponsorship and create marketing value for local businesses by creating a multi-year sponsorship program that allows for minimal or zero initial spending by business with contracted future payments.

Updated 10/13/2009 - Lockheed Federal Credit Union (LFCU) and the City of Santa Clarita agreed on terms to extend LFCU's presenting sponsor of the City of Santa Clarita Festival of the Arts through the 2012 event. Through utilization of the event sponsorship program within the 21-point plan, LFCU was able to save nearly 100% of their 2010 sponsorship investment.
Updated 8/25/2009 - Thus far the event sponsorship program has resulted in three local business taking advantage of sponsorship marketing savings, with many more considering upcoming opportunities.

The City's Economic Development division has secured a local entertainment company as sponsors for the upcoming Concerts in the Park series as a direct result of the program and expanded the sponsorship for one large auto dealer in town. As part of the 21-Point Business Plan for Progress, businesses reap the economic benefits by entering into a multi-year event sponsorship contract with a City.

10. Re-Allocate Staff to Economic Development
Reallocate staff from divisions with reduced workloads to the Economic Development Division to allow for implementation of programs identified here as well as ongoing programs.
- Updated 1/5/2010 - Four staff members were reallocated to Economic Development and are assisting in the implementation of several economic development programs and initiatives. The additional staffing has allowed the division to facilitate an increased workload, make significant progress with several new programs and initiatives as part of the 21-Point Business Plan for Progress, respond to additional internal and external requests, and maintain the high level of customer service the City seeks to provide.
11. WorkSource Center
Restructure organizationally to move WorkSource under Economic Development Division to maximize benefit to business community. Align with College of the Canyons to create integrated job training and job placement system. Explore creation of a north LA County Workforce Investment Board to provide increased control and funding. Aggressively seek to capitalize on stimulus dollars for increased funding.

The average daily customer rate is tracking at twice the rate of the previous year, and the new monthly Job Fairs at the Center have attracted hundreds of job seekers and scores of employers.

In December 2009, the WorkSource Center received approval from the Antelope Valley Workforce Development Consortium and Goodwill to relocate to the Dr. Dianne G. Van Hook University Center at the College of the Canyons Campus effective early 2010, a move all parties believe will further increase the center’s effectiveness.

12. Business District Improvements
This project will beautify medians and streetscapes for businesses as well as provide greater signage opportunities. The first phase of this project includes way-finding median signage for the City’s two largest sales tax generators – Valencia Town Center and Valencia Auto Center. The signage will be located along McBean Pkwy, Valencia Blvd, and Magic Mountain Pkwy. The project will also include streetscape beautification improvements to Creekside to create a sense of place and encourage consumer visits.
Future phases could include the following business areas: Bouquet Canyon from Soledad
north to Seco; Railroad Avenue from Via Princessa north to the Bouquet Junction; the area at the intersection of Copper Hill and Newhall Ranch Road; Centre Pointe; and, the area at the intersection of Sierra Highway and Via Princessa.

13. Stimulus Dollars - Infrastructure Projects
Maximize the economic development impact from City-led infrastructure projects and publicize that impact to the community. Aggressively pursue and expeditiously spend stimulus dollars to maximize economic and job creation impact while improving infrastructure. Projects in this area include highway infrastructure and transit capital assistance, including bridge rehabilitation, traffic circulation and improvements, expansion of parking at the Newhall Metrolink station, McBean regional transit center Park and Ride, and others.
Each of the five projects funded through the Highway Infrastructure Program have completed the bid process. Construction of these projects is expected to begin in the late summer and last through the winter of 2009/2010.
The applications for the three non-construction projects to be funded through the Federal Transit Administration's (FTA) Capital Assistance Program; Additions to the Transit Information Network, Expansion of the Universal Fare System Fare Box Program, and the Upgrade to the On-Board Camera Program have been approved by the FTA.

Updated 4/28/2010 - Prior to the end of 2009, the City had already completed three road projects funded through the Recovery Act’s Highway Infrastructure Program: Asphalt Roadway Rehabilitation Phases 1 & 2, as well as the Traffic Circulation and Safety Improvements at Newhall Avenue and Sierra Highway. With a total cumulative cost of just under $3 million, these projects helped City contractors retain 25 full-time equivalent jobs.
During the months of January, February, and March 2010, $366,001 of Highway Infrastructure Program funds were spent to repair and rehabilitate various bridges located throughout the City. Job information regarding this project is not yet available, but several more full-time equivalent jobs are expected to be retained as a result.
On March 15th, the City began construction of a $429,000 right turn-pocket to enhance traffic flow at the intersection of two major City thoroughfares, Whites Canyon Road and Soledad Canyon Road.
Within the coming months, the City will break ground on several other infrastructure projects funded through the Recovery Act, including: a $4,620,000 project to construct solar canopies and carports at the City’s Transit Maintenance Facility; a $1,435,864 project to develop a Park & Ride facility at the City’s McBean Transit Transfer Station; and the $950,000 expansion of parking capacity at the City’s Newhall Metrolink Station.

Updated 1/5/2010 - The City continues to pursue stimulus monies to assist in stimulating the local economy for both infrastructure and non-infrastructure projects. Projects funded through the Highway Infrastructure formula allocation are well under way, and include Asphalt Phase 1 at $1.416 million, Asphalt Phase 2 at $1.36 million, the Sierra Highway Median at $282,000, Whites Canyon at Soledad turn pocket at $429,000, and Bridge Rehabilitation at $366,000. Projects funded through the Transit Capital Assistance program are awaiting environmental clearance before those funds may be expended.
Updated 9/21/2009 - The FTA announced that Santa Clarita Transit was awarded $4.6 million in competitive Recovery Act funds through the Transit Investments for Greenhouse Gas and Energy Reduction (TIGGER) Program to expand solar power canopies at the TMF. The project will be capable of generating 95% of the TMF’s annual power needs. Santa Clarita received the fifth largest amount awarded through the competitive grant program, which distributed $100 million in funding among 43 transit agencies selected nationwide.

14. Stimulus Dollars - Non-Infrastructure
Use these special funds in ways that align with supporting businesses. Maximize the amount of stimulus dollars to fund projects, including justice (COBRA), community development block grants (CDBG), energy efficiency and conservation, and neighborhood stabilization. This could also include incorporation of broadband technology opportunities once available.
The City has recently submitted a revised application for the Ebergy Efficiency and Conservation Block Grant (EECBG) program, as the Department of Energy (DOE) had requested further information regarding the proposed Energy Upgrades to the Newhall Library and the Ultaviolet-C Emmitters for Ait Conditioned Coils projects. Approximately 30 days following the approval of the City's application by the DOE, funding for all five EECBG projects will become available in the full amount.
The California Department of Housing and Community Development has approved the City’s Neighborhood Stabilization 1 program application.
The City has resubmitted its application for the Community Development Block Grant Recovery Program, directing all $305,635 of its allocated award to be used for the Commercial Façade Improvement Program. The City is currently awaiting approval from the Department of Housing and Urban Development.
Stimulus Dollars - Non Infrastructure Applications & Documents
- Updated 4/28/2010 - The City will also be spending $2,740,000 during 2010 to fund the following transit related non-infrastructure projects: additions to the City’s Transit Information Network; upgrades to the cameras on-board the City’s bus fleet; and an expansion to the City’s Fare Box program.
In March of 2010, the City received a $174,332 allocation from the Department of Justice, which was put towards funding two Career Offender Burglary Robbery Apprehension Unit deputies for a 5 month period, relieving the City’s General Fund of that cost.
The City has also spent $21,000 of its $80,283 Recovery Act Workforce Investment Act allocation. These funds help support job placement activities conducted at the City’s WorkSource Center, which helps unemployed residents find stable employment.
During the spring and summer of 2010, the City will be distributing $303,635 in the form of mini-grants to businesses located in Downtown Newhall to go toward the improvement of their building facades.
Also in 2010, the City plans to use its $1,656,799 allocation from Department of Energy through the Energy Efficiency and Conservation Block Grant Program to increase energy efficiency at its new library, replace over 600 existing lights with energy efficient induction lights on bridges and in other City facilities, work with the local contacted waste-hauler to establish a volume-based trash rate program, and provide monetary incentives to local businesses looking to increase their energy efficiency levels.

Updated 1/5/2010 - The Energy Efficiency and Conservation Block Grant has been approved and the City is allowed to begin the projects outlined, which includes more than $300,000 in available grant funds for businesses to increase their energy efficiency. Additionally, the City received more than $80,000 through the Workforce Investment program to help unemployed persons find a job. Other projects underway in this area include the Transit information network at $1.74 million, Universal fare box program expansion at $500,000, and the onboard camera upgrade program at $500,000, which will be complete in early 2010.

15. Economic Development Corporation
Partner with the Chamber of Commerce, Valley Industrial Association, College of the Canyons, and other agencies to explore the formation of an economic development corporation with the responsibility and direction to promote business in Santa Clarita Valley. One function of EDC would be implementation of registry of all businesses to maximize business-to-business opportunities, to more accurately identify business industry clusters, and to identify potential attraction targets from vendor/supplier, customer chain.
- Updated 4/28/2010 - The Santa Clarita Valley Economic Development Corporation obtained their 501(c)(3) and is moving forward with the hiring of an executive director and creation of a strategic plan. The City Manager is on the Board of Directors and attends monthly Board meetings.

Updated 1/5/2010 - At the November 10, 2009 City Council meeting, the City Council voted to provide a one-time investment of $200,000 to the SCVEDC. A total of $75,000 of those funds will be provided immediately and the additional $125,000 will be provided as a dollar for dollar match of other funds the SCVEDC is able to secure. Additionally, the City Council voted to have the City Manager sit on the Board of Directors. The City Manager has been installed as a member of the Board of Directors and attends the monthly Board meetings. The organization obtained 501 (c)(3) status in January 2010.

This action encourages local purchasing by allowing local businesses that are close but not the lowest bidder to match the lowest bid if the lowest bidder is a non-local business. Previously this preference benefited local businesses that came within 5% of the lowest bid of a non-local business.

17. Develop a Tourism Marketing District (TMD)
The City of Santa Clarita would work with hotel business owners in the City to add an additional tax assessment of 2 percent, thereby increasing funds for marketing tourism to Santa Clarita. The small increase would provide the same level
currently in the County. Monies would be used to attract regionally and nationally, and support the City’s efforts to bring high economic impact events such as sports and cultural Tourism, including but not limited to events like the PGA Champions Classic and the AMGEN Tour of California.
- Updated 4/28/2010 – With the support of the local hotels, the City Council passed a Resolution of Intent to form a Tourism Marketing District (TMD) on March 23, 2010. A Public Meeting and a Public Hearing will be held on May 11, 2010, and May 25, 2010 to complete the formation proceedings. Upon completion of the formation proceedings, it is anticipated the TMD will provide more than $400,000 each fiscal year to promote Santa Clarita as a tourism destination, while supporting attraction of key regional and national events, which yield a high economic impact for the community and its businesses.

Updated 1/5/2010 – Staff met with all applicable hotels in the City to determine interest and obtained approval from all. The tourism office is conducting final meetings in January to answer any remaining questions. If support is still unanimous with hotel partners, the preliminary Resolution of Intent to establish the Business Improvement District (BID), also known as the Tourism Marketing District (TMD), will be presented to the City Council at a meeting in early 2010.

19. Use Tax Incentive for Business Expansion
The Use Tax Incentive Program was designed by the City to incentivize business expansion and increase investment in our community. The incentive to participate in this program is attractive. A portion of each dollar of use tax designated by your business and received by the City of Santa Clarita is eligible to be rebated back to you through one of the following - a business expansion credit or a cash rebate. This does not increase or create any new taxes. Rather, it provides an alternative method of reporting use tax so the local share is returned to the City of Santa Clarita.

20. Neighborhood Stabilization Program
This money will help stabilize neighborhoods affected by the housing and foreclosure crisis. Funds can be used to purchase and rehabilitate foreclosed homes to sell or rent to lower income buyers; demolish blighted structures; and assist in redevelopment efforts for both residential and commercial properties. The activities are targeted to the neighborhoods hit hardest by sub prime lending practices and foreclosures.

Due to a change in direction recently provided by HCD, staff is now exploring a potential change in the use of funds.
